RUPPs can no longer be added to a definitive map, and many were reclassified on 2 May 06 by the Countryside and Rights of Way Act 2000 [1] as restricted byways.

Section 56 of the Wildlife and Countryside Act 1981 provides that where a route is shown on the definitive map and statement as an RUPP, this is conclusive proof that the public has:

  • a right of way on foot
  • a right of way on horseback or leading a horse
without prejudice as to whether there exist other rights. In simple terms, it's a highway for at least walkers, riders and cyclists.
